Gunmaking here

Sarsılmaz traces its origins to Abdüllatif Bey, who made and repaired flintlock rifles in Elazığ in 1880.2, 3 In Huğlu, craftsmen who had served in army weapons units during the Balkan and War of Independence campaigns taught gun repair to their neighbours on their return.4 Blacksmiths repaired the metal parts, while carpenters and cart makers repaired the woodwork.4 The village’s limited agricultural resources encouraged its craft trades and commerce.5 The Mevlana Development Agency traces the Beyşehir district’s gunmaking to 1914, with workshops beneath houses in Huğlu, Üzümlü and Gencek.6

Celal Yollu opened his first workshop in 1959, where he did repairs and made a single-barrel shotgun.7 The 1960 coup stopped shotgun manufacture, marketing and related economic activity, and Huğlu’s residents sought permission to resume.8 Emin Fahrettin Özdilek visited in 1961 and advised the makers to form a cooperative.8 The Huğlu Hunting Firearms Cooperative formed in 1962 with 165 members and brought pricing, quality control and marketing into one organisation.8

In 1965 the cooperative acquired lathes, milling machines and other machine tools and powered its central workshops with a generator, while members continued to work by hand at home.8 Barrel steel came through intermediaries from France and Germany until, after 1967, the cooperative began importing it itself.8 Electricity reached Huğlu in 1972, allowing more powered machinery and higher output.8 The cooperative then moved to domestic steel, and it opened a factory building in 1980.8 Huğlu added over-and-unders towards the 1980s, then and pump guns in the early 1990s.9

Celal Yollu, meanwhile, produced side-by-sides in Kayseri in 1967 and over-and-unders in Düzce in 1973.10, 11 He moved to Istanbul in 1990 to keep closer contact with world markets, and in 1992 he produced a semi-automatic hunting shotgun under the Vursan name.12 In 1997 he founded ATA with Fatih and Yavuz Yollu, beginning production with the CY series.13 Beretta Holding’s Stoeger factory in Istanbul dates from 2000 and makes semi-automatic guns, pumps and pistols.14, 15

Beyşehir’s industry began seeking overseas customers in the late 1990s.6 The development agency links its stronger turn towards exports to the shrinking domestic market after the 2001 crisis, higher taxes and harder licensing.6 Huğlu reports exporting 80 per cent of its shotguns to more than fifty countries, including the United States, France, Norway, Lebanon, Botswana, Chile and the Philippines.9 In 2007 Yıldız’s markets included Europe and the United States.16, 17 In 2023 ATA reported a 90 per cent export share and sales in more than 75 countries.18

The agency’s 2016 survey describes factory work alongside subcontracting businesses in Gencek, Derebucak and Kayabaşı, whose residents also worked in factories in Huğlu, Üzümlü and central Beyşehir.19, 20 In 2021 local schools made parts for arms and shotgun companies, where their graduates could find work.21 By 2025 specialised arms industrial sites were under construction in Huğlu and Üzümlü, alongside the developing Beyşehir organised industrial zone.22, 23 Huğlu and Üzümlü have vocational schools, and Huğlu vocational college runs a technician programme for the weapons industry.24

Districts

Beyşehir and Huğlu

The development agency’s 2016 survey places Konya’s gun production around Beyşehir, with workshops in Huğlu, Üzümlü and Gencek.6 Their products included single barrels, side-by-sides, over-and-unders and semi-automatics in several gauges and barrel lengths.6 The Huğlu cooperative’s factory has 17,000 square metres of indoor space on a site of 25,000 square metres.9 The cooperative states that it tests all its shotguns for safety.25

Istanbul

Akkar began making shotgun and automotive parts in 1985.26 It added pumps in 1992, gas-operated semi-automatics in 1995 and over-and-unders in 2005.26 Since 2003 it has worked at its Tuzla factory, which houses metalworking, woodworking, heat treatment, coating, assembly and a firing range.27 Akkar supplies its Churchill and Altay series to more than fifty countries, including the United States.28

Vursan entered a partnership with Beretta Group in 2000 and was sold to Beretta two years later.29 ATA’s biography of Celal Yollu dates pump production to 2000, the company’s “kinetic system” to 2004 and its over-and-unders to 2005.30 The company describes itself as a Turkish firearms manufacturer and exporter.31

Burdur

In a 2016 interview, Yıldız’s chairman Adem Kuzu dated its first shotgun production to 1974.32 The company’s 2007 profile dates its small Bayır workshop to 1975.33 Yıldız moved to Burdur’s industrial estate in 1994, the year it began making shotguns, and later acquired a second factory.34, 35, 36 Its Burdur factory makes hunting and sporting shotguns and has a stated annual capacity of 60,000 guns.37

İzmir

Hatsan dates its foundation in İzmir to 1976 and describes itself as a maker of shotguns and air rifles.38, 39 Its factory is at Kemalpaşa, İzmir.40 Hatsan reports exporting more than 95 per cent of its production to more than 100 countries.41

Düzce

Celal Yollu produced over-and-under shotguns in Düzce in 1973.11 There he also trained new craftsmen and helped similar businesses establish themselves in the district.11 Sarsılmaz’s history records its expansion to Istanbul in 1956 and later production at its Düzce factory.42, 3

Kayseri

Celal Yollu was born in 1942 in İncesu, Kayseri, where his father worked as a carpenter.43 In 1955 he successfully repaired a relative’s shotgun.44 In 1967 he produced side-by-sides in Kayseri and began making and selling parts.10

Proof and marks

A 2018 order of the Saimbeyli District Governorate defines the TSE mark as conformity with the relevant Turkish standard.45 The order required the manufacturer’s brand and serial number on the receiver.46, 47 The barrel had to carry calibre, length, year of manufacture and country identification.47 It also needed its own serial number, which may differ from the receiver’s.47

Türkiye is not a C.I.P. contracting party.48 The British Proof Authority’s 2014 notice states that guns offered for sale in Britain must bear valid .49 The 2006 British Rules identify NP beneath an arm holding a scimitar as London definitive , and BNP beneath a crown as Birmingham definitive nitro proof.50, 51 A British year mark records proof or reproof.52

Makers

The Huğlu Hunting Firearms Cooperative formed in 1962 with 165 members.53 Yıldız’s chairman dated its first shotgun production to 1974, and its 2007 company profile dates its Bayır workshop to 1975.32, 33 Hatsan dates its İzmir foundation to 1976.38 Akkar began production in 1985, at first making shotgun and automotive parts.26 Celal, Fatih and Yavuz Yollu established ATA in 1997.13
